
كلوفيس مقصود سفير ومندوب دائم سابق لجامعة الدول العربية في الأمم المتحدة، وممثلها الرئيسي في الولايات المتحدة لأكثر من 10 سنوات. كان مقصود سفير جامعة الدول العربية في الهند وجنوب شرقي آسيا من عام 1961 إلى عام 1966، وكان أيضًا المبعوث الخاص لجامعة الدول العربية إلى الولايات المتحدة عام 1974. وكان عضوًا في المجلس الاستشاري لبرنامج الأمم المتحدة الإنمائي المعني بتقارير التنمية البشرية العربية. في مجال الصحافة، كان مقصود كبير المحررين في صحيفة "الأهرام" في القاهرة ورئيس تحرير "النهار" الأسبوعية التي كانت تُنشر في بيروت. وهو مؤلف عدة كتب عن الشرق الأوسط والبلدان النامية، بما فيها "معنى عدم الانحياز" و"أزمة اليسار العربي" و"أفكار حول الشؤون الأفروآسيوية" و"الصورة العربية". بين عامي 1991 و2011، قام بتدريس مساقات عن الشرق الأوسط و"الجنوب العالمي" والمنظمات الدولية والدبلوماسية الوقائية في كلية الخدمة الدولية في الجامعة الأميركية في واشنطن وكلية واشنطن للحقوق. يدرس هذا المركز مسائل تتعلق بالبلدان النامية في العالم، الذي يوصف بـ"الجنوب العالمي"، وقد نظّم منتديات في إطار مؤتمرات للأمم المتحدة في بكين وكوبنهاغن والقاهرة وإسطنبول. مقصود فصيح في اللغتين الفرنسية والعربية.
