France has solidified its position as the leading European arms supplier to the Middle East, surpassing Russia to become the world’s second-largest arms exporter after the United States.

The unveiling in January of the first Rafale F4 fighter jet produced for the United Arab Emirates air force marks another milestone in Paris’ deepening defense ties with Gulf states. This delivery is part of an $18.5 billion deal for 80 Rafale jets — the largest export contract for Dassault Aviation's platform in both value and volume — enhancing the UAE’s air force capabilities and strengthening Franco-Emirati strategic relations.

Beyond the UAE, Egypt and Qatar have been longtime buyers of Rafale jets and other French military hardware, while Saudi Arabia and Morocco continue exploring further acquisitions.

France’s defense exports exceeded $19.5 billion in 2024, reflecting its ambition to establish itself as a top-tier global arms supplier while ensuring the financial sustainability of its defense industry. Flagship platforms like the Rafale and submarines accounted for nearly $10.8 billion of this total.
