Why Saudi-Pakistan defense pact remains key as Mecca alliance takes shape

Pakistan’s established military ties with Saudi Arabia remain the more operational defense framework as the newer Mecca alliance works to define its role.

Pakistan’s reported shipment of weapons to Yemen’s Saudi-backed government is raising questions about the expanding military dimension of Islamabad’s strategic partnership with Riyadh under a bilateral defense agreement signed last year, even as a newer trilateral alliance takes shape.

The reported deliveries of military equipment in September and the presence of Pakistani military advisers come as Saudi Arabia prepares to intensify its campaign against the Houthis, putting the spotlight on how the Saudi-Pakistani Strategic Mutual Defense Agreement could work in practice.

The SMDA, signed in September 2025, remains the more established framework for Saudi-Pakistani defense cooperation. By contrast, the newer Mecca Joint Defense Agreement — signed by Saudi Arabia, Pakistan and Turkey in August and referred to as the Mecca pact — is still developing its institutional and military mechanisms, leaving its precise operational role and long-term direction unclear.

That distinction could prove important as Riyadh seeks military support against renewed Houthi attacks. While the Mecca pact is intended to provide a broader regional security umbrella, Pakistan already has decades of military ties and an established defense presence in Saudi Arabia through the bilateral relationship.
